The 21st Meeting of the ITPA Topical Group on Diagnostics was held at Institute of Plasma Physics, Chinese Academy of Sciences (ASIPP), Hefei, China, during 17-20 October 2011. This is the second time for ASIPP to host this serial meeting. Altogether 76 participants from Europe, Japan, Korea, USA and China attended this meeting. ASIPP Director Prof. Li Jiangang gave an opening speech and welcomed participants. 48 oral presentations were given during the 4-day meeting. High priority was focused on the measurement needs for the plasma initiation, plasma control system requirements, assessment of the impacts of in-vessel wall reflections on diagnostics, progress in the field of first mirrors, and the development of methods of measuring the energy and density distribution of escaping particles. ITER relevant diagnostic developments were also reported. Progress and Plans for the Specialist Working Groups on laser-aided diagnostics, active and passive spectroscopy, microwave diagnostics, first wall diagnostics, and radiation effects, were discussed. Day 1 meeting was solely devoted to progress on ITER relevant diagnostic developments in China. The presentations include: the 384-channel ECEI system and microwave reflectometry for EAST tokamak attributed from USTC, the J-TEXT polarimeter for simultaneous current and electron density profile measurement, the Thomson scattering diagnostics and CO2 Laser Scattering System in ASIPP, and the development of pitch angle resolved measurement of escaping fast ions for HL-2A. Chairman Dr. Rejean Boivin closed the meeting by reviewing the action items, and announced that the 22nd DTG meeting will take place in Russian.
